I checked the other threads, but wasn't able to find these questions answered anywhere, so my appologies if it's been addressed already.

I'm assuming that we can pay for the banquet to receive the build if we're not attending, correct?

If so, can we:
a) self teach the one skill anyway (I believe that this was against the rules in the past, just want to make sure).

and

b) have someone act on our behalf for the raffles?

I just realized that my wording might have been a little vague on the second question.

Can we have someone act on our behalf for the SP raffle as well, assuming that we know how many SP we have on our card?
