What qualifies as a “standard” skill for lesser wish?

Periodic abilities and spells

Does that include list unique skills? And does it include talents?

Yes and yes. Talents would work much in the same way of spells, where you would be using the talent slot to invoke the ability, so you couldn't use it to make the items, just use them.
