Get a few bright colored, basic pieces (shirt, pants, possibly vest--I recommend House of Dra). Then, hit up a bellydance or Eastern Indian shop for scarves and cheap jewelry and jingly crap. Voila. You will be able to pick up more stuff as time goes on, but that should do ya to start.

I dont know where you live, but if you can get to New Hope, PA you may be able to find some random shirts/pants in some of the Indian clothing stores. Then, like Kate said, just go all out with accessories. :)

Montclair, NJ and Bloomfield NJ each have great little indian shops with said brightly colored shirts and pants and various and sundry scarves, coin belts, and other gaudy bits that you can turn into great gypsy gear. And btw, for all things costume, there's a great little known shop in central jersey, South river I think, called Grannd Companies. You genenrally have to make an appointment to show up but its a pretty well-stocked retail shop with a really friendly owner. They have many brightly colored renaissance shirts of varying styles as well as tons of other cool stuff.

There is a company in Hackensack that sells cotton and mudcloth Dashikis (Think of it like a tunic.) They're very colorful, without being random.
