I had heard about there being an alt-event at the second May event.

Are there any more details concerning this?

If we are merely interested in NPCing for the alt event rather than coming up with an alt character, is there any special process we need to go through, any NPC-moderator we need to contact?

No special process. NPCs will be handled in the same way as always. You can just show up for the event and we will give out roles and the like as needed.
