If you don't think you can get a back or hip quiver in time or can't afford one, find a cheap canvas bag or plain backpack. Cover any obvious OOG labels or tags. Use that. To prop open the mouth of the bag, take a wire hanger, bend it into a hoop shape and tape/stitch it to the month of the bag.

Yoga Mat Bags work surprisingly well... they're the right size, usually look semi In-Game, and can be modified as needed.

I can't really find a definitive answer to the making of arrows.
I would recommend you stick to our methodology on making arrows, because this is the most likely way for you to have arrows that pass inspection.
If you think that you have a system that is better or just as good, be extra prepared for a staff member to dissect the arrow and ready to explain the construction.

k thanks everyone as far as the arrows im confident they will pass inspection they absorb the blow amazingly and i have been shot with them from 5 feet and it doesnt hurt and i can put an arrow back together with just electrical tape so im good there and i have the science of making them down i could probably type it here and you would all understand it without pictures and for the quiver i decided on 5 1/2 inch pvc pipes about 9 inches long taped into the shape of a tube and added onto my belt i slide an arrow in each pipe and it works awesome also the whole thing was i couldnt put anything else on my back so i was lookin for ideas on how to get around that. thanks again everyone!

The most important thing about a homemade arrow is that the shaft does not break easily (cheap wood) and that the foam tip cannot dislodge from the wood part of the tip. We will have to destroy one to see how its made and make sure its safe, so bring an extra, also we will try to dislodge the tip, make sure its not easy.
