I'm going to say that purchasing pre-made Arrows is going to be your best bet. The IDV arrows sold by
Calimacil
and
Knighthawk Armory
are the safest, sturdiest, and best-constricted things I have seen out there - they certainly beat home-made ones in both safety and durability, hands-down.
Sadly, it looks like both vendors are out of stock at the moment.

Perhaps I should mention that along with the ones I've already mentioned to you Jenna, I too have I think a half dozen Amtgard legal arrows. Granted they aren't quite as friendly as the ones I've seen at Calimacil, they are legal in a system that uses bows of up to 35 lbs and have lasted for about 2 years. (Took one apart the other day and they are still 100% as intact as the day I made them).
If they pass at KR, we can figure something out about those as well. If not, you can still take them to construct them in a manner more conducive to KR's standards.
