I noticed there isn't a board for Ostclife? is this an oversight?

Ostclife does have a board.

"To join a board / group, please use the Groups links in the upper right corner of this site." The link is right below the rule book. From there you can see a full listing of all private boards and can seek permission to join them accordingly.

If you are unable to see a board, you need to bring it up with that group In-Game. All In-Game boards are an In-Game matter.

My understanding was that all boards were listed under "all in-game groups" and anyone could apply for entry, and approval (or lack thereof) was an in-game matter.
So I take it, then, that there are some boards not listed under "All boards"
