I don't know the rights to Scarlet Witch or Quicksilver, they could be X-Men rights or Marvel may still have them. The same goes for Black Widow as she could be in the Daredevil rights as Kevin Smith mentioned he'd would have included her in DD2 if he was in charge.
As of right now this is how I'd see the Avengers lineup
Iron Man, Thor, Captain America, Wasp ,Henry Pym (not Ant Man they're making an Ant Man comedy movie) Hawkeye and Black Widow if she's available. If she's not I would go outside the box and go with Captain Marvel/Proton. The villain should be The Hulk as they try to bring him down, think the first series of The Ultimates. From there I would expand on The Leader instead of Zemo making the Masters of Evil, which could be the end of the movie. Have him set up the Hulk so they are chasing him and the final climax being the all out brawl between Avengers and MoE. Possible folks in the MoE could be the Wrecking Crew, Beetle, Whirlwind, Goliath, Boomerang and Moonstone. Give each avenger someone to fight against and what not. For the second movie you can move on to Ultron or even aliens.
Then again these are just my ideas

Ah ok, I was not aware that they were using a different Ant Man. I dobut they will add anyone beyond Cap, Hulk, Iron Man, Thor..possibly Wasp and Ant Man but I dobut anyone else beyond that. Last I heard of the Thor script proposal, he was going to battle Loki in a movie set entirly in Asgard then be banished to Earth for arrogance. Loki would be the villian then in the Avengers movie, since he was the Avenger's first villian.
I could definatly see them using the Master's of Evil though. Or perhaps the Skrull?
