A question...
By the wording of the definition, anyone who receives coin in exchange for a good or service is a merchant. Therefore, if a warrior who slays a creature, takes it's claw as a memento and then sells it to a wizard or mage because they wanted it for an ingredient in some odd magic... does that mean the warrior has to get a license just for that 1 transaction?

I cannot answer for the Chancellor, but the example you gave is logically valid. I discussed the same point from a different direction with several others. Occam's razor is ever sharp.
