That's Fearghil, it looks like. He's a member of Ostcliff, and can often be found there.

I believe the Celt you are looking for in this portrait is Feargal, or however he spells it. If I remember correctly he and several of his clan stay near to the yurt in Ostcliff and like to make barking noises when their clan name is said aloud, which is often. If you are near Ostcliff, listen for barking and you will likely find him. Failing that, call out "Udhir" which I believe was this clan or at least what it sounded like to me and you should, again, be able to follow the barking to him.

That is indeed Fearghil. He stays near Osclif. There are many of his clan in the city now. He carries a poll arm all the time.

I am not sure this Celt is capable of reading. if one of his clan or friends who possess the wherewithal to comprehend the reading of things would direct him to contact Rudolph, this might make things muchly more easy.
