Both the mages guild, and the light church, have the ability to work outside the law to some extent on matters of magic and faith respectively. Up until recently many of these "guild/church matters" fell within the laws of travance and the kingdom as a whole, but as new laws have been passed temporarily protecting the rights of many who were once viewed as enemies of the kingdom clarification is needed before any action can be taken.
