The skill description for Reanimation appears to be missing from the Rulebook. How much RP time does it require? Does it cost any material components or Talent slots?

Reanimation
This ability allows the character to resurrect a Dead target who has not yet entered the Spirit stage after five minutes of concentration. A reanimated target does not suffer Resurrection Sickness and may benefit from this ability no more than once per event.
Continuous, Procedure
This has been added to the rulebook and will appear in the next PDF update. Note that Reanimation, unlike Resurrection, may be performed during combat.

After the five minutes of concentration is performed, is there a suggested way that the reanimated vict--subject should act or role-play upon being reanimated?

They should react in whatever way they feel is reflective of the method used to Reanimate them. Reanimation roleplay is up to the player using the skill (maybe it's spirit doctor-ey calling the soul back; maybe it's a chocolate-coated Miracle pill; maybe it's intensive surgery or resuscitation) and how the affected character would react to it is up to the player.
