Current PvP Rules was created by Ilana Darkwood (Ilana_Darkwood)
I noticed Codex E (Page 182) is blank and states that there is no PvP activity until it is filled in.
I was not around but heard that PvP rules were started up in August.
Are they shut off again or is there something I overlooked.

Yes, PvP is mostly active as per our last announcement. The section has not yet been added to the rulebook because there are still systems we have yet to implement.
Currently the rules on player versus player activity are as follows:
-Combat PvP is allowed. A marshal is not required.
-Cabin raiding (entering another player's sleeping area without their consent) is not allowed, even with a marshal.
-Theft PvP is currently not allowed, including looting PC corpses or stealing weapon physreps. However, you may always collect/loot loose currency (gold/gems) and item cards, provided they are out in the open and not in a secured container. If you would have to open a lid or undo a clasp to get to it, you can't take it.
