Chain and Rope have been dropped as smithing items.  They have functionally been replaced by the items, below.

The following items have been added / updated:

Leather Restraints: (5 Units leather, 1 CP)
Leather Restraints are simple strips of leather that can be used to tie the hands or feet (you can apply one set to each if you have two of them). It takes thirty seconds to bind a set of limbs with leather bindings, during which the target must be immobile and the binder uninterrupted.  A character can break out of the restraints using the skill Escape Restraints, or after thirty seconds of uninterrupted RP with Str +2 or greater.  Another character with an edged weapon can cut leather restraints instantly.  A set of leather restraints can only be used once, they are destroyed when they are removed or escaped from.

Manacles: (10 units metal, 2 CP)
Manacles are designed to bind a person, using a simple pin system as a lock. It takes ten seconds to bind a set of limbs with manacles, during which the target must be immobile and the binder uninterrupted. A character can only break out of manacles with the Escape Restraints skill.  Another character can remove the manacles with 10 seconds of uninterrupted RP.

The following skills have been updated:

Quick Bind (Periodic)
This skill allows a character to instantly bind and gag an opponent using nearby commonly available materials. You must tag the opponent on both shoulders with your hands to strike with this skill.  The opponent is bound by the hands and feet and gagged, rendered completely immobile and unable to speak. The bindings can be cut loose with an edged weapon, broken loose by the opponent if she has Strength +4 or greater, or slipped out of by the opponent if she has the skill Escape Restraints.

If I have a chain item card, can it be changed over to the new items for it's purpose?

Is leather available enough that creating a set of easily escapable and one time use leather restraints would actually be a viable option?  Is this worth actually making a card up for?  

I mean, given the material and creation costs, there is no reason to spend anything to create leather restraints when manacles are an option.  Unless I am missing something here.

Basic materials are common and plentiful, and it is assumed a smith has access to them at all times. Units of basic materials do not need to be purchased, paid for, or tracked.
