It would be like calling a Crit or Flame Shot with a ranged weapon, or a Battle Casting skill with a spell - all of the combined skills are called as one attack, including the skills used and the damage type. So in your examples above, a Fire Bomb would be "Concentrate Alchemy, 16 Fire!" as the packet is being thrown. (The other way to think of it is that there is no warm-up or delay to use the skill, so there's no reason to make them two separate calls.)
