This is correct. We've limited what Perfect Form can be used with, but balanced that by increasing the maximum purchases and not requiring you to expend the skill you're enhancing.

Are the skills Slay and Perfect Form losing the Piercing Trait?

Yes.

Are the pre-requisites for the Master Lists missing from this document? Arch Caster has Prerequisite 4 Rank IV Casted Abilities listed which I believe was the old criteria. I don't see anything about the 100 build in an appropriate lower list, nor do I see the mapping for which lower list leads to each master list.
