LOST: Black Hood/ Neck Warmer

I'm not sure if it is missing or stolen, but it was expensive and I need it back. It looks like a very long hood and has two drawstrings on either side. It may be with the NPC clothes apparently, but like I said, I'm not sure how it went missing.
