Sadly, no. As much as I'd like it, I have to abide by and enforce them as well. I'm still working on finding someone that can make bolts, or at least the heads, in bulk.

It's easy to find non-nerf bows, but impossible to find non-nerf crossbows now. Can't this be an exception?

Boffer bolt/arrow heads are pretty simple to make. I make them for boffer arrows, they just need to be scaled down a scosh for crossbow bolts. We can talk more next game if you like.
