Only if you'll jump off it.
On a more serious note... there was a note that said if a skill exists In-Game and a fellow player has it, then the player must learn from his/her fellow player and no NPC teacher will come out. Even if the characters were diametrically opposed to one another IG-wise, this is still the case... correct?

Perhaps I could interest you in a seldom used bridge in Travance, Paul?

Correct - that you did get jip'd. I could have sold you those .pdf's for less than what you paid for them.
BTW - I can build the bridge that you can buy that you can have Charlie jump from. How high do you want it?

I was going to sucker him with a six foot bridge, or if he wants to make it interesting, I would jump from mine for the right price.

I called it getting FOIGed, sometimes if feels kinda like knight realms hazing, but it's not for that purpose (or is it? haha).
Is the world filled with giant dancing man-eating spiders? FOIG!
Does the church require any specific attire for their priests? FOIG!
If my character really Frosty the Snowman, and so I was born this morning? FOIG
But really it's important that we have these strict rules or the line between what you would know and what you wouldn't know would be too fuzzy. We assume your character probably never did too much before coming to Travance and led a typically sheltered middle ages experience. (Which is why you enter travance knowing so little, like maybe the beginnings of a profession). So while sometimes it can be frustrating (wouldn't my character have HEARD if we had bears in this world?!?) It allows for the world to be flexible (maybe we do have a tribe of canniblistic hobbits somewhere, then again maybe we don't you'll have to find out in game) and adds to the mystery of the world and the helps you RP not knowing anything outside of the little place you grew up.
well, that's my take on getting FOIGed at least.
