Both work - you can also be somewhere in between. A lot depends on your history. Are you from a wealthy family? Were you abandoned, or a loner? Do you want to attract attention, or avoid it?
RP guidelines from the rulebook are as follows: "Gypsies usually where brightly colored clothing and anything garish and attention grabbing as accessories. They also like to festoon their clothes with bells or other noisemakers, the better to remind everyone of their presence."
What's important is your cultural identity. You're not just a plain human - you are Gypsy. Show it.
