Capped Race Availability

Hi, I'm somewhat new to KR (I've been to two events thus far), and I'm thinking about making a new character. I've been playing an rogue character, but it turns out my skills with daggers are quite appalling. Therefore, I'd like to make a mage character, a Sylph mage specifically. I'm not sure who is in charge of capped races, which is why I'm posting this here. I just want to know if there are any open spots for Sylph characters.

Currently, no capped races are considered capped/full, so yes you can make a Sylph character. If you have any questions about Sylph costuming/RP/etc. an RP Marshal or the Atmosphere Officer will be able to help you.

I aim super low but never manage to get there.
