For starters, I can recommend leafing through the Rulebook. It's vast, so feel free to take your time. Should you have any questions about the Rules, make a thread in the Rules/Realizing the Character board asking for clarification.

Afterwards, you should have a good grasp of the types of characters that are possible and can begin kicking around character concepts.
