That is totally a Mycetic Spore.

In other news, on June 16, $18.6 million from the economic stimulus package was earmarked for the Wake County sewer system (the county that this is in).

While the money is broken down into what municipality will receive the funds, there is no itemization of planned expenditures at this time.

The 'creature', be it a colony of worms or not, was found on tape in April. This gives government officials plenty of time to come up with some kind of plan.

I leave the rest to your imaginations, and that's my conspiracy theory for the day.
