I went hunting for it last night. While it definitely looks like it could be made from the base of a Longshot (same grip style, etc.), it's a Maverick, as Emily said in her original post. The guy's site is here:

Yeah, thats a lancer. As for the Dystopia question, that's better asked in the Dystopia forum. KR is the place I go to so that I can just be a playa'.
