Paul's NPC was to make himself a target for an assassination attempt, but in the process to make himself recognizable and memorable so that his death, if discovered, might draw some attention. He succeeded brilliantly at both. But, not only was his role-play of the part exactly what we needed, but on top of that he understood the implications of what was going on and assisted the storyteller with further details of the story as it unfolded in-game.
