According to Annora's report
Mary has been psychologically conditioned and regularly brainwashed
Johanna is the victim of torture and experimentation

Rescuing both have been mentioned, yet no suggestion was of rescue was given concerning:

Hyram, who was mentally conditioned to be a loyal unquestioning follower
(possesses surgery scars on temples).

Should we consider rescuing all 3, if possible?

In the event of a known mission to take down Proctor, I would like to personally offer my services. I have a question about the "verbal triggers" as you call them. Does it take effect when Johanna, Mary, or Hyram hears the phrase? Meaning it's something that's been done to their heads, or does it take effect when Halligan or Kristophsky speaks the phrase? Meaning it's something metaphysical that they're activating.

Amhran,

It is absolutely something that’s been done to them. Each of them has been experimented on and brainwashed to various extents by Krystophsky. We have not learned whether this “recall” function was metaphysical or science based. My guess would be that it’s a combination of the two.
