Adversely, does this stop everyone and their sister from saying "We know Gypsies can lie and not be detected" every single damned time someone truth checks us?
Keep in mind that even if this is true, there are certain PCs that absolutely despise gypsies and can not be persuaded to believe a gypsy is telling the truth ever, even under truth detection. I know at least 2 of these people.

This is pretty much the idea that most PCs should have about Gypsys regarding their ability to lie.
If I use Truth to tell a lie, can someone with Lore: Gypsy immediately identify that I used a skill to obfuscate the truth?
Truth of the Gypsy (Periodic)
This skill allows the character to tell one lie in response to a skill, spell, or ability that compels her to speak the truth or that detects the truth. This effect can only be used to avoid speaking the truth concerning one question, if the interrogating ability allows for more than one question. No matter how many methods or instances are employed, the character using this ability is immune to answering the resisted question truthfully for a duration of thirty minutes – even if asked by a different person. The person using the detection ability believes that the character has made a statement they believe to be true (even if is blatantly not), and that their skill or effect has worked properly. There is no way to detect that a Gypsy has lied in such a way, including knowledge gained through Lore: Gypsy.
Fixed, however, someone with Lore: Gypsy would be aware that a Gypsy would have the ability to do such a thing, so they may have different ideas on how to approach the subject.
I made this change to the Bard song Riddle of Deceit as well.

A common person would know that gypsies are shady and proficient at lying / cursing people.
A person with Lore: Gypsy would know that gypsies can lie through truth detecting abilities and can curse someone with “The Trickster’s Jibe”.
Is this distinction correct?

So just to be clear, since it's come up in the past:
